President of Russia signed a decree on the reform of public service.
In a crisis the work of civil servants will be judged on the final result.
President Dmitry Medvedev approved by decree the "Reform and development of the public service of the Russian Federation (2009-2013 years)". Federal program aims to create a uniform system of public service as an essential mechanism for effective governance.
program involves the formation of a gosssluzhby as public-legal institutions and the introduction of technology and effectiveness of modern methods of personnel work.
program includes 3 main directions of development of public service: the creation of public service management, improve its staffing and improve the efficiency of officials. Currently, due to the inefficiency of the state remained open about 50% of orders of the president. The program also includes a list of anti-corruption measures. To the anti-corruption expert examination will involve public institutions, in particular, representatives of academia, business and public organizations.
Dmitry Medvedev will report annually to citizens on their income, the same should be done and all the Russian officials.
According to Medvedev, the annual reports of the Head of State would encourage civil servants to implement anti-corruption legislation.
International human rights organization Transparency International has placed Russia on the level of corruption at the 147 th position out of 180, along with Bangladesh, Kenya and Syria. Last year, corruption in Russia has reached the highest in the last 8 years.
