Raising taxes will affect 10% of the citizens.
Increasing the tax burden after the introduction of a tax on property should refer to only about 10% of the citizens, said the head of the expert control of the Presidency of the Russian Federation Arkady Dvorkovich at a press briefing on Friday.
"For the vast number of citizens, we believe, about 90%, the tax burden should not increase as compared with the existing" - he said. According to him, people with luxurious accommodation, should pay more.
However, Dvorkovich emphasized, while increasing the tax rate will be a situation where low-income citizens, including pensioners, owned an apartment in the expensive area.
In any case, he said, it is important to develop possibilities for appeal in the calculation of tax: that it was not overvalued. According Dvorkovich, a tax on real estate will enable municipalities to build housing, because the tax would come into local budgets. Previously, it was reported that the Ministry of Finance proposes to raise taxes on expensive real estate. As stated Deputy Finance - Secretary of State Sergei Shatalov, fair taxation can be achieved through real estate tax, which should proceed from its market value.
